McPhillips Completes £4.3 Million Regeneration of Kidderminster’s Talbot Park

McPhillips, an award-winning contractor, has successfully completed a £4.23 million urban connectivity project in Kidderminster, delivering the scheme on schedule and within budget despite numerous technical and logistical hurdles.

The project centred on Talbot Park, a newly developed green space designed to improve accessibility and enhance the public realm in the town centre. This initiative forms part of a broader regeneration effort funded by the Government’s Future High Streets Fund, aiming to link Worcester Street with Bromsgrove Street more effectively.

Officially opened on 2 May by Councillor Marcus Hart, leader of Wyre Forest District Council, Talbot Park replaces the former stepped access with a landscaped community area featuring a dedicated play zone, improved disabled access, and new LED lighting to boost safety and usability. Additional public realm improvements include new paving, extensive landscaping, and street furniture installations.

McPhillips secured the contract under an NEC4 Option A agreement, commencing work in September 2024. Dan Redmond, contracts manager at McPhillips, highlighted the complexity of the project, citing challenges such as constrained town centre conditions, legacy demolition debris including underground concrete blocks, deep drainage infrastructure, and coordination with National Grid for a new substation.

Other difficulties involved managing public safety in a busy urban environment, addressing the steep site gradient towards the town centre, mitigating structural risks to neighbouring buildings, and handling surface water management exacerbated by the terrain.

Redmond explained, “We adopted a proactive and innovative approach to the site-specific and technical challenges, with each addressed and solutions implemented to ensure safety, efficiency, sustainability and minimal disruption to the public and surrounding businesses.”

Nadia Kaminska, Regeneration Manager for Wyre Forest District Council, praised McPhillips for their practical and solutions-driven approach. She noted the contractor’s flexibility and constant coordination within a constrained environment, saying, “Rather than becoming defensive, they engage early, take ownership, and work collaboratively to find solutions. This attitude made a tangible difference in maintaining progress and resolving issues efficiently.” Kaminska added that McPhillips’ responsiveness and approachability fostered a strong working relationship, resulting in a high-quality public space that reflects both technical expertise and genuine commitment.

Stuart MacKenzie, director at McPhillips, described the project as a privilege, emphasising the lasting impact on Kidderminster town centre. “Our team put a lot of care and effort into delivering a space that the local community can be proud of, and seeing Talbot Park open to the public makes it all worthwhile,” he said. He also acknowledged the collaborative effort involving Wyre Forest District Council, Arcadis, ARES, and McBains in realising the vision.

Beyond construction, McPhillips contributed to social value initiatives, including supporting local employment and engaging Sutton Park Primary School children in planting daffodil bulbs. MacKenzie remarked, “That’s something we’re just as proud of as the finished park. We hope residents and visitors enjoy this fantastic new green space for many years to come.”
