Sustainable Building Services Secures Major £200m Retrofit Contract with PA Housing
Sustainable Building Services Ltd (UK) Ltd has been awarded a significant retrofit contract by PA Housing, aimed at enhancing energy efficiency across over 3,000 properties in the Midlands and southern England. This initiative is part of a broader energy efficiency upgrade programme.
Founded in 1976, Sustainable Building Services is a multi-award-winning contractor currently managing projects valued at more than £200 million, which collectively yield around 50 million kWh in annual household energy savings.

The programme will reflect a resident-first approach, with plans to upgrade thousands of PA Housing’s homes to an Energy Performance Certificate (EPC) band C or higher over the next four years. The upgrades will include a range of improvements such as external, internal, and cavity wall insulation; flat roof and loft insulation; solar panel installations; window and door replacements; and ventilation enhancements.
PA Housing, also known as Paragon Astra Housing, manages more than 23,000 homes across the Midlands, London, and the South East, positioning it as one of the leading housing service providers in the UK.
The project has been secured through Fusion 21’s Whole House Decarbonisation procurement framework and will be executed under the Warm Homes: Social Housing Fund Wave 3, supplemented by client funding. This initiative aligns with the UK government’s goal to decarbonise five million homes by 2030, as outlined in the Warm Homes Plan released in January.
All upgrades will adhere to the latest PAS 2030:2023 and MCS standards, ensuring high-quality, energy-efficient installations that comply with the Department of Energy Security and Net Zero (DESNZ) requirements.
