Chief Secretary to the Treasury Visits Dyecoats Regeneration Site in Leeds

Lucy Rigby KC MP, Chief Secretary to the Treasury, recently toured the Dyecoats regeneration project in Leeds, a major housing development led by Latimer, the development division of Clarion Housing Group. The visit highlighted ongoing construction progress at the Kirkstall Road site, where the initial four buildings have been erected and are approaching topping out.
Latimer’s Dyecoats scheme is set to deliver 434 new homes in its first phase, comprising 100 social rent units, 138 shared ownership properties, and 196 homes for private sale. This development forms part of a broader plan to create over 1,800 homes on the former industrial site, transforming it into a mixed-tenure neighbourhood near Leeds city centre.
During the site visit, Rigby was accompanied by representatives from Leeds City Council, West Yorkshire Combined Authority, and St George’s Crypt. The group toured the location to observe how the regeneration is converting a prominent brownfield area into a sustainable residential community.
As part of the event, the Chief Secretary participated in a ceremonial brick-laying moment featuring a specially marked brick inscribed with “1.5M New Homes,” symbolising the Government’s national housing delivery target and the contribution of major regeneration projects like Dyecoats to this goal.
Mike Briffett, Regional Managing Director at Latimer, commented: “Dyecoats is one of Latimer’s most important regeneration schemes in the north of England and it was fantastic to show the Chief Secretary the progress being made on site. This is a major brownfield regeneration project that will deliver hundreds of much-needed new homes, including homes for social rent and shared ownership, while creating a sustainable new neighbourhood close to the centre of Leeds.” He added, “As the development arm of the UK’s largest housing association, Latimer has an important role to play in helping turn housing ambition into delivery. Dyecoats is a clear example of how long-term investment, partnership and regeneration can unlock complex sites and create lasting benefits for local communities.”

All homes at Dyecoats are designed to meet Future Homes Standard principles, with energy performance certificates (EPC) rated B or above. The development incorporates low-carbon technologies and sustainable design features. Beyond housing, the masterplan includes new public spaces, enhanced connectivity, and investments aimed at supporting long-term community wellbeing and economic growth.
Situated on Kirkstall Road, Dyecoats stands as one of the largest regeneration projects currently underway in Leeds, contributing significantly to the city’s objectives for housing growth and urban renewal.
