Nelsons Facilitates Key Leicester Regeneration Site Acquisition Amidst Tight Deadline

Leading East Midlands law firm Nelsons has successfully guided Leicester City Council (LCC) through a complex, multi-stage commercial property transaction, securing a crucial site for the city’s regeneration efforts under significant time constraints.
This completion represents a significant milestone in the revitalisation of the Midland Street area, contributing to the ambitious goal of establishing a 20,000 square metre office-led commercial complex.
Faced with a hard deadline coinciding with the government’s March financial year-end, Nelsons executed a series of interlinked legal actions within a tight six-week timeframe. This process included orchestrating a strategic land swap with an external company to consolidate the site, followed by an onward sale to Homes England, which was essential for unlocking vital public funding.
The successful deal is a strategic victory for Leicester, as it secures one of only two designated office sites and facilitates government funding for crucial public realm enhancements. This initiative will enable the creation of a seamless pedestrian link between Leicester Railway Station and the Cultural Quarter, aimed at revitalising underused land and improving accessibility across the city.
James Coningsby, a partner and commercial property solicitor who led the transaction, commented: “This was a particularly intricate deal involving multiple stakeholders and a layered structure of exchanges and leasebacks. Navigating these complexities within a strict timeline required a proactive and pragmatic approach. Working with Homes England and private entities also required significant collaboration to ensure the council’s long-term regeneration goals were protected.”
He added, “The council’s vision for the Midland Street area is now one step closer to reality, and we are proud to have provided the legal framework to bring this complex piece of the puzzle together.”
Nelsons was initially appointed by LCC in late 2024 for a separate Levelling Up scheme. Following that success and a competitive tender process, Brendan McGarry, programme manager at LCC, engaged the firm to lead this more intricate land swap in early 2025.
