Pagabo to Launch £1.5bn National Medium Works Framework with Regional Focus in 2027

National procurement specialist Pagabo has announced plans to issue an invitation to tender for its new National Framework for Medium Works on 1 September 2026. The framework, managed on behalf of The Education Alliance (TEAL), will operate for four years starting January 2027 and is expected to have a total value of £1.5 billion.

This marks the third generation of Pagabo’s Medium Works framework, which covers construction projects ranging from £0 to £15 million. Previous versions of the framework have supported a project portfolio worth £658 million.

The UK-wide framework aims to increase involvement from regional contractors by matching projects with suitably qualified local firms based on project scale, value, and complexity. This approach is designed to foster a more efficient and proportionate delivery model, offering better value for money and strengthening local supply chains.

By acting as a procurement vehicle, the framework will enable public authorities to engage both local and national contractors for their projects. The anticipated lot structure is as follows:

• Lot 1 – up to £500,000
• Lot 2 – between £500,000 and £1 million
• Lot 3 – between £1 million and £4 million
• Lot 4 – between £4 million and £8 million
• Lot 5 – between £8 million and £15 million
