Sustainable Building Services Ltd (SBS) has been awarded a significant retrofit contract by PA Housing to enhance energy efficiency across more than 3,000 homes in the south of England and the Midlands.

Founded in 1976, SBS is a multi-award-winning principal contractor currently managing projects valued at over £200 million. The company’s initiatives generate approximately 50 million kWh in annual household energy savings.

Steve Roberts, regional director at SBS, commented: “We’re thrilled to begin working with PA Housing, one of the foremost providers of housing services in the country. At SBS we never lose sight of our guiding motivation: the people whose houses we want to help improve. These upcoming retrofit works will be led by residents’ real needs – designed to reduce their energy bills and ensure their future comfort and wellbeing.”

Over the next four years, SBS will upgrade thousands of PA Housing properties to an Energy Performance Certificate (EPC) band C or higher. The work will include external, internal, and cavity wall insulation; flat roof and loft insulation; installation of solar panels; window and door replacements; and ventilation improvements.

PA Housing, also known as Paragon Astra Housing, owns more than 23,000 homes across the Midlands, London, and the South East, positioning it as one of the UK’s leading housing service providers.

The contract was awarded through Fusion 21’s Whole House Decarbonisation procurement framework and will be delivered as part of the Warm Homes: Social Housing Fund Wave 3, supported by client funding. This programme aligns with the UK government’s target to decarbonise five million homes by 2030, as outlined in the Warm Homes Plan published in January.

All upgrades will comply with the latest PAS 2030:2023 and Microgeneration Certification Scheme (MCS) standards, ensuring high-quality, energy-efficient installations that meet Department of Energy Security and Net Zero (DESNZ) requirements.

Roberts added: “This is a pivotal contract for SBS, as we continue our growth across the south and the Midlands. It is indicative of our capability to lead large-scale, high-quality retrofit programmes wherever they are needed most – and this contract puts us at the heart of an exciting new chapter for retrofit in multiple regions.”
