Smedley’s Hydro regeneration in Matlock given planning green light

Derbyshire Dales District Council has granted planning permission for the regeneration of Smedley’s Hydro in Matlock, setting the stage for a comprehensive transformation of this Grade II listed heritage site into a dynamic mixed-use development.
The approval represents a significant milestone in safeguarding the future of the historic landmark, which has long served as Derbyshire County Council’s headquarters. The redevelopment plan includes a blend of hospitality, residential, business, community, and civic facilities designed to revitalise the area.
Key elements of the proposals involve the sensitive restoration and adaptive reuse of the former hydropathic establishment and County Hall site. This will feature a new hotel and events venue housed within the historic South Block and Winter Gardens, alongside high-quality housing, flexible workspace for local enterprises, cultural and community amenities, and improved public access to the site and its historic gardens.
HLM Architects, acting as lead development and design consultant for Derbyshire County Council, collaborated closely with the council and other consultants to create a masterplan that balances heritage preservation with sustainable economic development.
The project is anticipated to generate substantial socio-economic advantages, including inward investment, job creation, apprenticeships, increased tourism, and support for local businesses. Over its lifetime, the development could contribute approximately £66 million to Matlock’s economy and £145 million across Derbyshire.
Public consultation revealed strong community support for restoring Smedley’s Hydro, maintaining a civic presence in Matlock, and making the historic site more accessible to the public.

Following the planning consent, Derbyshire County Council will proceed with selecting a development partner capable of delivering the ambitious vision and ensuring the site’s ongoing care.
Smedley’s Hydro overlooks Matlock and has been a prominent civic building for decades. The approved scheme includes a hotel and events venue, residential units, business workspaces, community facilities, restored gardens, and a modern civic office.
